That would be no problem, as all timestamps would be unambiguous. One only
would have to set the former global timezone for all images without one (say:
using the db's old timezone) so that the displayed time would remain the same
and then switch to the new global timezone, which will then be applied to all
new images (say: left out). Also, the per-image timezone setting for all
images using the new one could be removed, as they would use the global one
then.

Each displayed time would remain exactly the same, with the difference that,
for images to be updated, the timezone would be also be displayed (as it's not
the local one anymore). The timestamps would be left untouched anyway.

... if I don't have an error in reasoning here ;-)
