[KPhotoAlbum] no kipi plugins in kphotoalbum on fedora 25

I've had the same idea and have started work on a kipi-plugins fork that
brings back some of the missing plugins:
https://github.com/matthias-fue/kipi-plugins

For now, only the geo locator plugin has been brought back. Next on my list
is the adjust time plugin.
