[KPhotoAlbum] Version bump announcement for Gentoo

Just to let you know: I just informed Gentoo about the new 4.6 release: 
https://bugs.gentoo.org/show_bug.cgi?id=538642 . Probably, this information is 
also relevant for other distributors as well, regarding the new (optional) 
libkface and libkgeomap dependencies, and the necessary kipi plugins version 
to play fine with the map display and coordinate caching.
