[KPhotoAlbum] New branch for development

Please use the branch https://svn.kde.org/home/kde/branches/kphotoalbum/devel 
for new development.

The reason not to use trunk for new development is (I believe) that 
translators are basing there translation of that. So we better keep trunk for 
4.0.x releases for a while yet.
