[KPhotoAlbum] missing items in Settings -> Exif

Hi,
on a fresh startup of KPA, I can't see the "Panasonic" group in the menu
dialog Settings -> EXIF. After viewing any picture that actually
contains EXIF tags from this group, they appear in the settings dialog
and can be selected.

I think such behavior isn't desired because I guess that non-existent
items would be removed from my "to display" list if I saved the dialog.
