I'd image that read-only media and image corruption prevention are
good reasons. Someone also noted that some cameras save some digital
signature in the image that can be used to prove that the image has
not been changed after it's been saved in the memory card by camera
(for example to be used as evidence in court).

I think the XML file is portable enough.. If needed, one can create
(OK, requires some skills.) a script that reformats the XML to a
format some other program can understand. If SQL backend will be
implemented, I'd hope it would also be easy enough to export to a file
readable by other programs.

However, I think IPTC is also a lot about performance and reliability.
Comparing SQL to writing to many files..
