[KPhotoAlbum] compiling KPA 2.2

I can't believe there is no libqt3-devel, all of KDE still requires it. Look 
harder :-)

| sorry I made a mistake I compiled it a gcc 3.4.x... On mandriva 2006 there
| is problem because libqt3-devel cannot be installed... (there is only
