There's no one answer to that -- it depends upon what your needs are.
The XT is supposed to have just as good image quality as the 20D. The
20D feels a lot more solid, has a better autofocus system, and has
some other features. Everything else being reasonably equal you're
probably better off getting better glass.
I shot a sunset the other night. The only shot that came out
absolutely tack sharp was with a 200 f/2.8L (at f/16). Shots I took
with my 85 f/1.8 and 50 f/1.8 came out reasonably sharp. The 28-135
and 75-300 simply aren't sharp enough to take full advantage of an 8
MP sensor.
