NO. Cygwin does not permit to launch this KDE app. The kde-cygwin 
project (http://kde-cygwin.sourceforge.net/) distribute a snapshot of 
kde3.4 containing kdelibs, kdebase, kdepim and umbrello package. Extra 
kde packages available are listed here : 
http://kde-cygwin.sourceforge.net/packages/ : unfortunately, no 
KPhotoAlbum...
