the effect you probably intend is KenBurns,
from the iPhoto internet site:

"Or say you'd like to draw the eye to the most important element in a photo
with a really tight shot before zooming out to the entire scene. You've been
able to in iMovie using the Ken Burns effect and now you can use this same
pan-and-zoom effect in iPhoto. It's simple to set up and you can preview
instantly."

I agree with you hat KenBurns effect is amazing, that is the impression I
had the first time I saw it effectively applied.

A good tool to produce very good quality slideshows (on DVD, not SVCD or
similar) is dvd-slideshow (free, open, etc,,,) but producing a slideshow
with that effects requires a bit of work: it is not a dumb transition you
can simply put between 2 images.

dvd-slideshow does not have a gui so at first glance it is a bit hard but
the results are first class level.
