dvd-slideshow does.  It's not real-time, and you specify the zooming effects 
(called "kenburns" effects, after Ken Burns, a documentary-maker who 
popularized them) by editing a text file, but I've made some very nice slide 
show DVDs with this tool in conjunction with dvd-author and growisofs.  It 
has other transition effects and supports adding sound tracks.
