Any attempt to assign a start or stop time is (usually) ignored - the time does
not "stick".
Once in a while something will stick, but it is usually 3 hours off from the
time selected.

(yes, "all day" was UN-selected)

Reproducible: Always

Steps to Reproduce:
1.open calendar, double click a day to create event
2.unclick "takes all day"
3.enter event data, including times 
4.any click outside the time box and the time goes back to zero
Actual Results:  
no time recorded

Expected Results:  
event should show start/stop times
