I just love closing ancient bugs :-)

In SC 4.5 I've added support for regional holiday files, so we now have
separate holiday files for "England and Wales", "Scotland", and "Northern
Ireland" which will be listed as such rather than United Kingdom.  It didn't go
all the way down to local holidays, but it's a vast improvement :-)
