I retested this today and it still does not seem to work.

I can drag and drop a to-do but it always comes back to its original place.
So it is impossible to move to-dos by drag and drop atm.

Even drag and dropping a to-do as a sub to-do of another existing to-do does
not work (I get the cross next to the parent to-do showing that another to-do
has been moved as its sub to-do for a second and then the to-do display goes
back to what it was before the drag and drop: two unrelated to-dos).

So I am reopening this bug.
