It is mainly corrected now.

The tooltip is there but it is a bit too long. The two sentences should be on
two separate lines. 
Also there is a typo mistake in the tooltip: '...(Settings menu/Configure
Kmail/Idnetities).' whereas it should be Identities. 

Somebody did some quick copy pasting from the text above ! ;o)

So I am reopening this bug until the tooltip is fixed.
