Everytime when I try to use KOrganizer (working at local timezone CEST) to
create a new event in a remote calendar (EGroupware), the event appears to be
shifted to UTC in EGroupware and after updating the calendar next time in
KOrganizer as well. There seems to be something wrong with timezone handling.
The problem happens using iCal and GroupDAV as well. 

I tried to analyse the iCal protocol. What I saw was that the DSTART component
for the event is transmitted together with timezone identifier, but the
timezone identifier isn't defined in the protocol by a VTIMEZONE component (at
least in iCal protocoal). 

EGroupware installation seems to be ok since it works fine with Lightning iCal
clients.
