- Launch KOrg
- Go to Settings menu/Configure KOrganizer...
- Click on 'Time and Date' Icon
- Set the 'Day begins at:' to 9:00
- Click on 'Ok'

Nothing happens atm but according to the KOrg help page: 'it should ...sets the
time that will be displayed by default on the top of the calendar view'.

So I am guessing that this functionality is not implemented yet.
