Reproducibility: Always

Steps to reproduce:

1. Settings->Configure Korganizer->Time and Date->Regional
2. Select "Europe/London" from the "Time zone" drop-down list
3. OK
4. Quit Korganizer
5. Reload Korganizer
6. Settings->Configure Korganizer->Time and Date->Regional

Observed results:

7. The "Time zone" drop-down list is set to "Europe/Guernsey", not
"Europe/London" as we previously selected.  Also, whenever we create a new
appointment, the time zone is shown as "Europe/Guernsey".  However, the
contents of ~/.kde4/share/config/korganizerrc includes the following section:

[Time & Date]
Daylight Savings=0
Default Alarm Time=3
Default Start Time=10
Holidays=gb
Time Zone=+0000
TimeZoneId=Europe/London
