This behaviour is actually a feature.

If you don't put the colon, the time is assumed to be in military format.

For example: 1200, 1350, 0000, 800.

9 is equal to 0009 which is 9 minutes.

I suggest you close this bug as invalid or change it to a wish, a config option
could be handy, so one can switch between behaviours.

Maybe this option should be in system settings, so KDE behaves the same
regarding this subject?
