Hmm...

It seems to be also related to this problem:

I use KDE 3.5.10 and sync with Google Calendar 
via GCALDaemon through *.ics file.

During the winter all seemed to be synchronized correctly.
But now after a switch to summer time I see the following:
all recurring events start one hour later 
and all single events have correct time.

I guess time for recurring events is somehow distorted 
in *.ics files produced by KOrganizer (new and old).
