I believe this bug is now fixed in KOrganizer with svn trunk r865619 (KDE 4.2).
The evolution file (which is encoded in valid UTF-8) imports fine, and displays
all the characters correctly in KOrganizer, and when subsequently exported, the
.ics file contains all the valid characters.
