Version:            (using Devel)
Installed from:    Compiled sources

1) create new event
2) enable "time associated"
3) set the start and end time
4) make it a new template by going to "manage templates" and pressing "new"
5) make another event and apply this template

it will enable "time associated" for you, but it won't set the times.
