Sorry, my tablet sent the message prematurely.

I'll re-enter that last part.

In the HOME/.kde/share/config/kresources/notes/stdrc file I found this setup: 
ResourceKeys=rZpqNzQqBp,rZpqNzQqBp

I changed this line to:
ResourceKeys=rZpqNzQqBp 

This fixes the duplicate to-do entries
