I am seeing the same thing with KDE-3.5.6, Kontact-1.2.4 on Fedora Core 6. I 
am on Easter Time (GMT-5:00). Events that I imported from Google Calendar   
are shifted +5 hours. Event that I exported from KDE and imported to Google 
Calendar are shifted -5 hours
