Exactly. That's how RFC 2445 defines the UNTIL (or rather the whole recurrence
system). The RRULE simply generates a list of start date/times. The end time
or the duration doesn't matter for recurrences at all!
RFC 2445 says about UNTIL:
" The UNTIL rule part defines a date-time value which bounds the
recurrence rule in an inclusive manner. If the value specified by
UNTIL is synchronized with the specified recurrence, this date or
date-time becomes the last instance of the recurrence."

Nope, UNTIL does not mean that after this time the event will be over for
sure. It simply means that after this time no new recurrence happens (i.e.
starts).

So that's a clear bug in PHPiCalendar, then...
