The fix is a rather huge one, which introduces complete timezone support to 
libkcal and is written against kdelibs4 and qt4. There is lots of stuff in 
there which would have to be rewritten for kde3, thus it will not be 
backported. So I'm afraid, we'll have to live with that bug in KDE 
3.5.x :-(((
