Seems like you did not have a timezone set in KOrganizer in 3.4, so in 3.5 Korganizer introduced a default timezone = to the system timezone, and interpreted your calendar as UTC, when it was in fact in localtime.  Remedy, incase you have the same problem still:

Remove/disable this calendar
Set your korganizer timezone to (No selection).
Reenable the calendar.
Set the Korganizer timezone back to CET.
Korganizer will prompt you if you want to keep the times as is or change them, select change.  It will write the times back to the file in UTC, not localtime.

Won't fix this as this is an ancient bugreport and the system is being revised for KDE 4.
