Yes, probably, but the advent sundays could possibly be defined
differently in different countries.  In Sweden, the latest date for
"4. Advent" is 24.12.

I was a litte confused over the semantics of "before" in the
definition file.  Trial and error however revealed that it means "on
or before", that is, in this particular case, if 24.12 is a Sunday,
that will be "4. Advent".
