Ok, skype works fine (so there is not problem).

I do not know where may be problem (it must be in Kopete). But Kopete is doing
same as above commands (which works as you wrote).

Try delete Skype account from Kopete and create it again.

Start kdebugdialog and enable Kopete Skype plugin debug output. Then run Kopete
from konsole and send output when skype are trying connect (maybe there will be
something useful).
