Maybe better to tune-up per-contact priority for each metacontact? So, for one
contact I preffer to chat via jabber, but for other - via icq. 
And setup the level in which kopete ignore online status. 
For example, if importance of one contact more than 10, kopete always use
contact without looking the online status, but if less than 10, it prefer
online status and after that - contact importance.
