When there is a network error, the Oscar protocol (or at least ICQ) uses a
notification to signal it's been disconnected. This is inconsistent with other
protocols - none of them do this. And it also makes it impossible for me to
disable the notification.

It's very bad because it makes a sound and repeats itself over and over at each
reconnect attempt, and it's incredibly annoying. It makes watching films in KDE
nearly impossible.

1. Connect to ICQ
2. Pull the network cable out
3. Wait
