Only Windows Skype clients have support for manipulating with avatars.

Bug in Linux Skype client was already reported, see:
https://jira.skype.com/browse/SCL-484

Without support for GET/SET AVATAR in Linux client it is not possible to
implement this in Kopete. Ask in Skype for support.
