That's an accessibility feature, no idea why it gets activated on your
box & all accounts - i somehow suspect Ubuntu, sorry.

"kcmshell4 access" (or run systemsettings -> workspace appearance
and... -> accessibility) -> "keyboard filters".
The last tab knows activation gestures for slow & sticky keys: turn
them off as well.
