floating windows displayed by sim-im

It would be nice to have floating windows like icq, sim and others do.
A floting window is a small overlay window without window decoration and stays
every time on top. The position can be simply changed by drag to another place.
It contains the protocol icon(s) and the dispayed contact name.

Steps to Reproduce:
drag contact to desktop or click contact - 'add floating window'

Actual Results:  
nothing happens

Expected Results:  
floating window for this user is created
