I've lately added multiple new MSN/WLM contacts (being on Windows), but they
just don't get any notification about it, so they cannot authorize me and I
can't chat with them. If they add my address manually, they appear into my
contact list.

Reproducible: Didn't try

Steps to Reproduce:
Add a new contact into your WLM account. It should be an user who hasn't yet
authorized you.

Actual Results:  
The user does not get any notification about being added into your contact
list.

Expected Results:  
The user should get notification about being added into your contact list.
