I thought I had commented on Stéphane's post long ago, but apparently I didn't.
His proposed solution is definitely the right one. 

I do quite a bit of socket programming and he is absolutely right that the TCP
stack in the kernel should be the entity that is doing this job -- that's what
these features in the stack are for, and trying to duplicate them in user space
with running into problems in different network situations is (as this
situation demonstrates) a nightmare.
