This feature is implemented like defined in XEP-0048
(http://xmpp.org/extensions/xep-0048.html) and is using the private storage
(defined in http://xmpp.org/extensions/xep-0049.html) to store the entries.
XEP-0049 is not anymore recommended for storing, but the feature should still
work just fine.

Tested to work with a recent Kopete from trunk + ejabberd 2.1.2. Perhaps the
server you are using doesn't support either of those XEPs? Note, that Kopete
does not store these bookmarks itself, but retrieves them from the server on
connect.
