How is Skype related to this ?
Did you try to capture from the device with Skype and Kopete at the same time ?
Of course, that doesn't work.

Concerning #1:
Do I understand you right, that the device generally works (you get a picture
in the preview), but not when you open the video configuration dialog for the
first time ?

Does the problem still occur with Kopete 1.0 (KDE SC 4.4) ?

Which device (USB-VID:PID) and driver are you using ?

Concerning #2:
An empty "Standard"-combobox is normal for most devices. This is not a bug and
your device should work nevertheless.
