when trying to log in an account that has repeated failed login attempts an
Account Verification window pops up asking for the characters shown in the
picture  , however no picture ever appears. 

Reproducible: Always

Steps to Reproduce:
Try to log in a yahoo account that has had repeated failed login attempts

Actual Results:  
Account Verification window appeared however no captcha picture was ever
displayed

Expected Results:  
Account Verification should have displayed Captcha picture. 

OS: Linux (i686) release 2.6.33.4-server-1mnb
Compiler: gcc
