I have a similar (or the same?) bug. I set a message notification for contacts
coming online. But there is no message.
Although the Kopete icon swirls when a new message arrive - so notifications
aren't really disabled.

Kopete 0.70.90, KDE 4.2.95 (4.3 RC1)
