In chat i can only scroll conversation history if input box is empty. if i
write something and trying to scroll with hotkeys - scrolling does not work.

how to reproduce:
1. open chat
2. chat with someone (to fill history)
2. write something in input window but do not press enter, press `PgUP` (or
your hotkey) to scroll back.

result:
history is not scrolled.

expected Behaviour:
history should be scrolled.
