This seems to have been fixed for KDE 4.2.  I now get a blinking taskbar button
for my conversation window whenever a new message comes in and the conversation
window is not the active window.  (However, oddly enough, Kopete seems to use
the "Incoming Message in Active Chat" notification settings exclusively and
ignores the notification settings for "Incoming Message.")
