Oh, WOW you are right about the % being turned into %25!  Do you know where
else this happens?  In the accessibility, text to speech submodule in
systemsettings!  When you try to put a command to synthesise text, this
happens:

This appears to happen everywhere when commands are accepted.  Pretty lousy bug
that should have been caught earlier
