Assuming it works as advertised, the Privacy plugin will meet my needs here.

For people who don't want to use whitelisting, I think all that needs to be
done to close this bug is to add regex support to the Privacy plugin's message
content blacklist option and to make sure it works in concert with the "users
not on my contact list" nick whitelisting as an AND filter rather than an OR
filter.

...though in such a case, it'd probably be a good idea to include a
URL-matching regex as the default text for that field so users just need to
check the checkbox if that's what they want.
