I can confirm here too:

I disabled all types of notifications for Kopete using "System Settings ->
Notifications -> Kopete" (or Kopete's "Settings -> Configure Notifications"
Menu)

The notifications continued.

I used the command: kdesu /usr/bin/systemsettings and removed the notifications
there too, but still appeared.

I then manually removed the actions on
/usr/share/kde4/apps/kopete/kopete.notifyrc but they still appear.

I haven't restarted KDE, though, but if this is the case, then this is an issue
on the field of KDE's usability.
