Notifications for incoming messages in the active window don't seem to be
working properly with trunk, so I tried to reproduce this report in 4.3.0.

I used the settings you showed in the screenshots, and everything worked OK:
when the chat window was closed, a new message made the sound be played, the
message be shown in a popup and the taskbar entry was activated; when the chat
window with the person was already open and active, it only played the sound.

What happens to you exactly?
