This happens to me too. In kopete 0.70.2.
Happens with jabber (gtalk) and MSN too. ICQ seems to reconnect after the link
comes up (around 2 mins in my case, after daily ISP disconnect).

It would be nice to reconnect all protocols if previous state was connected.
Maybe try a little longer?
