When added as a new contact by another user a service message appears giving
three options, two of them being "authorise" and "add contact". It is unclear
if either of them includes the other, but as the dialogue disappeares once
chosen it is a single choice. In most cases though the anticipated action would
be "authorise and add".

Additionally it seems that neither side can see the opposite side as online if
"add contact" was chosen.
