Why is it so difficult to answer this question?

Please, answer to this yes/no question.

If the missing functionality is missing from the MSN protocol, please close the
bug. If the functionality is missing from the MSN plugin only, please confirm
the bug.

Why did nobody do this for more than 2 years???
