it is bug in registring account.
change ~/.kde/share/config/kopeterc
(on hardy is ~/.kde4/... ):
"
[Account_SkypeProtocol_]
"
to:
"
[Account_SkypeProtocol_Skype]
AccountId=Skype
Protocol=SkypeProtocol
"
and then it works

later I fix on svn
